Rule 28
Method of submitting questions for decision
(1) The chairman shall submit the questions for decision in order by saying “yes” to the member who is in favor of the proposal presented for decision and “no” to the member who is against. or among the members who say "No", the party which is believed to have the majority will announce the matter.
